Details Matthew Kroenig - "The Logic of American Nuclear Strategy: Why Strategic Superiority Matters." Conventional wisdom about nuclear weapons holds that the country needs to be able to absorb an enemy nuclear attack and still be able to respond with a devastating nuclear counterattack, with no additional weapons needed beyond those required for an effective second-strike. Kroenig, a Senior Fellow in the Brent Scowcroft Center on International Security at The Atlantic Council and author of books including Exporting the Bomb, takes exception to the second half of this doctrine. He points out that the U.S. has always been armed at more than second-strike capability and argues that this is not an irrational move but smart strategy in that it reduces expected costs in a war, provides bargaining leverage, and enhances nuclear deterrence. Kroenig will be in conversation with Francis J. Gavin, Giovanni Agnelli Distinguished Professor and the inaugural director of the Henry A. Kissinger Center for Global Affairs at Johns Hopkins SAIS.
