South Korea at the Crossroads: Autonomy and Alliance in an Era of Rival Powers & Paul B. Stares - Preventive Engagement: How America Can Avoid War, Stay Strong, and Keep the Peace, Snyder’s study of South Korea’s foreign policy, focuses on its turbulent relationships with China and the U.S. His detailed and insightful account shows that the nation is torn between wanting autonomy and needing allies, a position exacerbated by recent events involving North Korea and Trump. As he reaffirms the case for South Korea’s importance as a nation, Snyder, senior fellow for Korea studies and director of the program on Korea-U.S. policy at the Council on Foreign Relations, also broaches the question of whether events may require the South to become a nuclear power in order to deter the North. Stares’s novel approach to America’s foreign policy emphasizes risk management, early detection, and foresight to actively manage sources of conflict.
